BDDK has introduced a comprehensive revision to the credit mechanisms of development and investment banks, strictly redefining credit caps tied to their core capital in a move to bolster financial stability. The decision will directly impact the risk management frameworks of active players in the sector, excluding the Istanbul Clearing and Custody Bank and İller Bankası.

Curbing Risk Concentration

Under the new Board decision, the total risk amount of loans that banks can direct to a single real or legal person or risk group cannot exceed 30% of their core capital. This move aims to prevent the concentration of credits in specific focal points and enforce risk distribution.

  • Istanbul Takas ve Saklama Bankası A.Ş. and İller Bankası A.Ş. are excluded from this limitation.

  • Loans to the bank's own affiliated risk group are capped at an even stricter 25% ratio.
  • Transition Period and Calendar

    For banks identified with excess limits in their existing credit portfolios, the BDDK has established a phased transition calendar to avoid disrupting market dynamics.

  • The final deadline for addressing excess limits in general risk groups is set for April 1, 2027.

  • A stricter timeline applies to the bank's internal risk group excesses, with the deadline set for October 1, 2026.
  • This regulation reflects a "risk control before growth" paradigm in development banking. The 30% single-entity limit, in particular, will necessitate syndication for large-scale project financing, compelling sectoral risk distribution.
