A critical transformation is taking place in Turkey's automotive taxation system; a new law published in the Official Gazette introduces a minimum fixed tax application for passenger vehicles, adding a massive "floor price" to the ad valorem taxation based on tax base and technical specifications.

The 100,000 Lira Tax Floor and Scope

The regulation creates a "lower limit mechanism" to ensure that the tax calculated based on criteria such as engine volume, engine power, and emissions does not fall below a certain threshold, directing the sector with the following data:

  • The minimum fixed tax amount for passenger cars and other motor vehicles primarily designed for carrying people has been set at 100,000 lira.
  • For (L) class vehicles and ATVs with an electric motor power of 4 kilowatts and above, this amount is determined as 30,000 lira.
  • The system stipulates that if the calculated ad valorem tax amount falls below these minimum amounts, only the minimum fixed amount will be collected; if it turns out higher, the current rate-based system will remain valid.
  • Motorcycles with internal combustion engines, tractors, and electric vehicles under 4 kilowatts are exempt from the new application.
  • Future-Proof Shield and Authorities

    While this move does not raise prices instantly under current market conditions, it serves as a financial insurance against future price fluctuations and maximizes administrative flexibility.

  • It was announced that for vehicles currently on sale, the determined fixed limits are exceeded, so it will not create a direct change on current prices and taxes.

  • The law grants the President the authority to increase these determined amounts up to 10 times or decrease them to zero within the legal framework, increasing the speed of administrative decision-making.

  • The application is designed as an intervention tool against potential sectoral changes, competitive inequalities, and developments that disrupt the pricing structure in the future.
