ECB Appoints Boris Kisselevsky as Director General Secretariat

The European Central Bank (ECB) announced the appointment of Boris Kisselevsky as its new Director General Secretariat, effective 1 November 2026.

ECB's Strategic Reorganization

The ECB is reshaping its Secretariat to accelerate decision‑making and strengthen internal coordination. The appointment coincides with Petra Senkovic moving to head Legal Services, clarifying managerial responsibilities across the institution.

Boris Kisselevsky: Career Trajectory

Kisselevsky joined the ECB in 1998 as an economist, with secondments to the IMF and the Central Bank of Russia. He served three years as Financial Counsellor at the French Treasury and later as an economist at the Banque de France. His academic credentials include a master's in law from Paris‑Panthéon‑Assas University, a master's in economics from Sciences Po, and an MBA from ESSEC Business School.

Governance Impact and Market Perception

As Director General Secretariat, Kisselevsky will oversee three divisions and represent the ECB on numerous internal and external committees. The move is viewed as a signal of institutional stability and transparency.

  • Short‑term: Faster feedback loops within ECB decision‑making.

  • Mid‑term: Greater consistency in strategic communications and external relations.

  • Long‑term: Higher predictability in policy implementation and risk management.
  • Markets interpret Kisselevsky's extensive international experience as a new chapter for ECB's policy coherence and crisis handling. In particular, the volatility in credit default swap (CDS) spreads and looming stagflation risks may ease under the stability signaled by this leadership change. Nevertheless, the acceleration of decision processes must preserve monetary policy flexibility, keeping investors vigilant.
