In a strategic move to enhance Turkey's energy independence, a critical step has been taken to integrate Kayseri's thermal potential into the national economy. The Kayseri Governor's Investment Monitoring and Coordination Presidency has opened four different geothermal exploration sites for tender via an open bidding process.

Opening New Exploration Fronts in Anatolian Basins

According to the announcement published in the Official Gazette, the investment process is concentrated in the strategic districts of İncesu, Yeşilhisar, and Sarız. This process, initiated for four distinct sites, aims to expand the renewable energy portfolio in the region.

The technical and financial details of the sites are as follows:

  • Site sizes: Ranging from 2,000 hectares to 4,863.27 hectares.
  • Tender prices: Starting from 648,780 TL up to 1,577,596 TL.
  • Temporary guarantee amounts: Between 19,463.40 TL and 47,327.88 TL.
  • Operational Timeline and Investment Cycle

    The tenders, closely monitored by sector representatives and energy investors, will take place on August 3 at 10:00 AM at the Kayseri Governor's Investment Monitoring and Coordination Presidency meeting hall. The open bidding method is intended to ensure that the operating rights of the sites are optimized for maximum efficiency.

    Integrating geothermal resources into the economy is a critical tool not only for energy supply security but also for breaking the structural stagnation in local employment markets. However, the relatively low tender prices and guarantee amounts raise a question: will these sites be acquired by high-capital operators with technical expertise, or by speculative intermediary investors? From a public finance perspective, while such investments should be supported by tax incentives, they must be monitored through a rigorous oversight mechanism to ensure budget discipline and sustainable development.
