Turkey's ambitious urban transformation initiative, a critical driver for the construction and real estate sectors, has surpassed the 2.7 million independent unit mark in its twelfth year. According to data from the Ministry of Environment, Urbanization and Climate Change, the massive renewal campaign launched since 2012 has evolved into a macroeconomic engine, sustaining physical renewal and fueling economic activity simultaneously. The systematic renewal of buildings that have exhausted their economic lifespan or carry earthquake risks is creating a new wave of demand in the markets.
The Balance Sheet of a Decade-Long Transformation
Under the framework of Law No. 6306, works have encompassed a total of 2.737 million independent units to date. Of this massive volume, 2.369 million units have been completed, while construction continues for 368,000 residential and commercial units on active sites. According to KENTSEV President Haldun Ersen, approximately 6 million independent units nationwide are located within risky building stocks, with nearly 2 million requiring urgent conversion. While Istanbul, Izmir, Ankara, Antalya, Konya, and Elazığ stand out as leading provinces in transformation, districts such as Bakırköy, Avcılar, Esenyurt, and Fatih are under active action plans.From the market terminal, we observe that the acceleration in urban transformation directly triggers volumes in cement and steel equities. However, bringing the Istanbul stock of 600,000 units in urgent need of transformation into play requires further optimization of financing costs and interest rate dynamics in swap markets.
