Digital Revolution in Rental Markets: e-Government Contracts to Become Mandatory

The Ministry of Treasury and Finance is migrating rental agreements to the e-Government platform to minimize informality in the real estate market and digitize bureaucracy. Launched in its first phase on November 4, 2024, the system aims to protect both landlords and tenants by placing rental relations on an official, transparent, and verifiable foundation.
A Digital Shield Against the Informal Economy
As of the second phase on May 9, 2025, real estate consultants and authorized third parties have been integrated into the process. This expansion increases the oversight of brokerage activities and prevents unauthorized transactions. The core operational advantages of the application include:

Treasury and Finance Minister Mehmet Şimşek emphasized that the system is citizen-centric, offering a fast, easy, and reliable process without incurring additional costs. The Ministry's ultimate goal is to make all rental contracts mandatory via e-Government to facilitate the tracking of real estate income and increase transparency.
This digital transformation in the real estate market is not merely a convenience but a strategic move aimed at broadening the tax base. Making rental contracts mandatory through a centralized system will automate the declaration processes for rental income and shrink the informal economy. From a banking perspective, verified rental agreements could accelerate income verification in individual credit assessment processes, leading to more robust credit risk analyses.
