OCC to Finalize GENIUS Rules by November: Final Phase of US Stablecoin Regulations

The US banking regulator OCC has released a 376-page proposal to implement the GENIUS Act, which was signed into law in July 2025. OCC Chairman Jonathan Gould announced at the Wyoming Blockchain Symposium that the agency will finalize the rules following feedback from the crypto industry after its February proposal. Gould stated that the OCC expects to have the final regulations ready by November, ensuring compliance with the GENIUS Act's January 2027 effective date. The law aims to establish a regulatory framework for payment stablecoins in the US, requiring oversight from agencies including the OCC, Treasury Department, FDIC, and Federal Reserve Board. However, with only until January 2027 to finalize regulations, the lack of timely action from other regulators may create uncertainty for stablecoin issuers.
