Sberbank to Roll Out Crypto Infrastructure by December 2024

Russia’s largest bank Sberbank has unveiled a sweeping plan to embed cryptocurrency trading within its regulated framework.

Regulatory Blueprint and Timeline

The Federation Council approved a law governing crypto trading through licensed brokers, exchanges, asset managers, and depositories. The new regime takes effect on September 1, with mandatory routing through licensed intermediaries slated for July 2027.

Digital Custody and Transaction Model

Sberbank aims to build a digital depository that records client ownership of crypto assets and processes the majority of trades off‑chain. Active wallets will enable client‑initiated deposits, withdrawals, and transfers directly through the bank.

Market Thresholds and Liquidity Requirements

  • Average market cap: 5 trillion rubles (≈ $64 billion) or higher
  • Average daily volume: 1 trillion rubles (≈ $12.8 billion) or higher
  • Both criteria must be met over a two‑year window for a cryptocurrency to be listed on public exchanges.
  • Sberbank’s Prior Crypto Initiatives

  • Last year, the bank launched bitcoin‑linked structured bonds for qualified investors.
  • In December 2023, it completed a bitcoin‑backed lending pilot with miner Intelion Data.
  • A 2024 law legalized mining and introduced an experimental regime for cross‑border crypto settlements.
  • Potential Market Impact and Strategic Implications

  • Integrating crypto into the banking infrastructure could boost institutional liquidity within Russia’s crypto ecosystem.
  • Global platforms like Binance still control roughly 55% of user funds and 24% of spot trading, potentially limiting the domestic player’s market share.
  • Expanded asset access for qualified investors may strain risk management frameworks and regulatory compliance.
  • Cem Talu – Head of Digital Asset Strategy
Sberbank’s digital depository marks a pivotal step toward the institutionalization of crypto in Russia. However, the off‑chain settlement approach raises transparency and oversight concerns, presenting a critical test for long‑term price stability and investor confidence.
