Taiwan Tightens Crypto Grip With Travel Rule Mandate Set for October

Taiwan’s Financial Supervisory Commission (FSC) is poised to enforce the Financial Action Task Force’s (FATF) Travel Rule for domestic virtual asset service providers (VASPs) starting this October. This regulatory push marks a significant step in aligning the island's domestic cryptocurrency market with international anti-money laundering (AML) standards.

Data Requirements Triggered at Minimal Thresholds

Taiwan's regulator is imposing strict information-sharing requirements on domestic crypto platforms to enhance oversight:

■Starting October 2024, all domestic platform-to-platform transfers will require the transmission of customer information, regardless of transaction value.

■Transfers exceeding 30,000 New Taiwan dollars (approximately $930) will trigger mandatory sharing of personal data, including the sender's birth date, residential address, or corporate registration details.

■Receiving platforms must cross-reference beneficiary information provided by the originating platform with their own internal records.

■The regulatory framework is scheduled to expand to cross-border transfers between domestic and overseas VASPs by the end of 2027.

The Global Push and Technical Friction Points

While the adoption of the Travel Rule is advancing globally, significant implementation hurdles remain:

■Taiwan incorporated Travel Rule provisions into its AML framework back in 2021 but delayed enforcement due to cross-border technical incompatibilities.

■The FATF recently reported that 83% of surveyed jurisdictions have enacted Travel Rule legislation, though major global gaps in enforcement continue to plague uniform adoption.
