Following a historic Supreme Court decision in February, the refund process for sweeping tariffs implemented by Donald Trump in 2025 is effectively underway. As the government begins returning a total of $100 billion in tariffs to companies, logistics giants like FedEx and UPS have started channeling these funds directly back into consumer bank accounts. While this process offers limited relief to U.S. households that faced an average tax burden of $1,000 last year, it stands as a significant corrective signal for the financing costs of global trade.

Logistics Giants Channel Cash Back to Consumers

Acting as customs brokers, shipping companies have initiated the process of transferring refunds received from U.S. Customs and Border Protection (CBP) back to their clients. Key developments shaping the cash flow in the sector include:

  • FedEx has begun the process of issuing $800 million in tariff refunds received from the government back to the paying customers. A portal on the FedEx website allows customers to check eligibility via tracking numbers without requiring a formal application.
  • UPS, which paid $5 billion in tariffs on behalf of clients, has applied to the government for reimbursements. In the first phase, it applied for $500 million in refunds, indicating customers should expect payments 1 to 3 months after Treasury reimbursement.
  • DHL confirmed it has filed claims for nearly all eligible shipments where it acted as the importer of record and is actively returning the refunds received.
  • Retail Sector Strategy: Price Wars vs. Direct Refunds

    Unlike logistics firms, major retailers such as Amazon, Costco, and Best Buy mostly passed on tariffs indirectly, leading them to prioritize strategic pricing over direct cash refunds. The moves shaping the sector dynamics are summarized below:

  • Amazon received $600 million in tariff refunds in the second quarter. While the company is not the importer of record for most goods and absorbed some costs, it stated it would proactively issue refunds in limited cases where specific charges were traced to customers. Otherwise, the focus is on using refunds to lower general prices.
  • Best Buy noted that it is the importer of record for only 2% to 3% of its sales, planning to use any refunds to "deliver value back" to customers rather than direct rebates.
  • Costco pledged to return tariffs passed on to consumers "in some form," though the CEO noted that timing and volume depend on receipt of funds and ongoing litigation regarding the return process.
  • Legal Headwinds and Class-Action Risks

    Consumers have filed more than 80 class-action lawsuits against major retailers including Costco, Nike, Amazon, and Walmart to recover tariff-induced price increases. However, the legal footing remains precarious:

  • Plaintiffs face the burden of proving that price increases were solely attributable to tariffs.
  • Lori Leskin of Arnold & Porter noted that given multifactorial pricing strategies, establishing a direct link between a single factor and price hikes is "going to be really difficult."
