In a race to dominate artificial intelligence, US data center giants are bypassing sluggish grid connections by bringing power generation in-house, initiating a massive infrastructure transformation across the sector.

The Race to Decouple: A 90 Gigawatt "Behind-the-Meter" Revolution

According to an analysis by Cleanview, which tracks energy and data center projects, 59 data center projects across the US are planning to install "behind-the-meter" electricity generation plants with a total capacity of 90 gigawatts to meet their needs directly. This capacity represents more than a quarter of all planned data center power in the US. The speed of investment is striking; 82 gigawatts, or approximately 92% of the planned capacity, has been announced since early 2025.

  • Unlike traditional power plant investments, there is a preference for mobile natural gas generators, aeroderivative turbines, and piston motors that can be brought online quickly.

  • The grid connection process can take up to 7 years for some projects, driving investors toward these alternative solutions.

    The 24/7 uninterrupted electricity requirement of AI applications is turning tech giants into energy producers. Alongside behemoths like Meta, Microsoft, Amazon, and Oracle, AI companies such as OpenAI and Anthropic are playing active roles in these projects.

  • OpenAI and Anthropic have signed lease agreements for over 10 gigawatts of capacity in such projects.

  • The majority of the currently active 2 gigawatts of capacity comes from Elon Musk’s xAI company's Colossus 1 and Colossus 2 data centers outside Memphis.

  • These two facilities are currently operating a total of 1,498 megawatts of natural gas turbine capacity.
  • Texas Leadership and the Permitting Labyrinth

    While planned capacity is concentrated in specific states, Texas leads the pack due to its proximity to natural gas resources and regulatory framework. However, regulatory hurdles stand as risk factors in the transformation processes.

  • Texas claims a large portion of the planned capacity, while Ohio leads the country in under-construction behind-the-meter capacity.

  • In New Mexico, the blocking of a natural gas pipeline meant to fuel a 2.45 gigawatt on-site plant for the Stargate project by OpenAI and Oracle threatens the timeline.

  • Microsoft partner Nebius is facing issues in the air emissions permit process for its 400 megawatt facility in New Jersey.

  • Cleanview warns that if such delays become widespread, total capacity by late 2027 could fall from the targeted 13 gigawatts to as low as 5 gigawatts.
