Halkbank has launched a secondary public offering to raise its capital by 25%, bringing the equity base to ₺8.98 billion.
The Depth of the Capital Strategy
Within its ₺30 billion authorized capital ceiling, the bank is adding ₺1.8 billion to its existing ₺7.18 billion equity. The move is designed to improve the risk‑weighted assets (RWA) profile and strengthen the capital adequacy ratio under Basel III, positioning the institution for greater liquidity resilience and lending capacity.
Allocation Mechanics for Investors
According to the KAP announcement, existing shareholders outside the Turkey Wealth Fund (TVF) will receive allocations proportional to their current holdings. This is not a new pre‑emptive right but a proportional distribution that allows current investors to maintain their stake in the offering.
Anticipated Market and Liquidity Impact
Markets view Halkbank’s move as a balancing act amid tightening macro‑prudential measures. Given the ongoing contraction in K‑SME credit, the added capital equips the bank to expand its loan portfolio while tightening risk management.
