Ministry of Finance Targets Hot Money: New Tax Formula for Money Market Funds

The Ministry of Treasury and Finance is working on a new taxation package aimed at preserving macro-financial stability and reducing the pressure of speculative short-term capital movements on the market. Money market funds, where foreign and institutional investors have heavily positioned themselves in search of high yields, are becoming the epicenter of these new fiscal discipline steps.
Brake on Arbitrage Hunters: The New Route of Hot Money Under Scrutiny
The recent influx of global capital into short-term instruments in Turkey, leveraging the high-interest-rate environment, has prompted action from economic policymakers. Especially the tax-free or low-tax gains achieved through money market funds will be subjected to a tighter fiscal sieve under the new formula.
New Era in Liquidity Management and its Impact on the Banking Sector
Banks' appetite for deposit collection and fund management strategies will also be directly impacted by this regulation. A reduction in the tax advantages of money market funds could cause liquidity to shift back to traditional banking instruments. However, this carries the risk of pushing up bank funding costs, which could negatively reflect on consumer loans.
While the Ministry appears to be targeting the untaxed gains of hot money, I am deeply concerned that behind the scenes, the bill will once again be footed by ordinary citizens squeezed by low deposit yields and slashed credit card limits. Banks will enter a deposit rate war to retain institutional liquidity fleeing from money market funds; however, they will instantly pass the cost of this race onto consumer loan rates and processing fees. Every new tax burden imposed on corporates is shifted onto the backs of individual consumers by banks under the guise of 'operational costs'. While consumers' access to affordable financing takes yet another blow, a cap on interest rates and fees must be urgently implemented to counter banks' cunning preservation of their profit margins.
