Kurtulmuş: Legal Framework for Terror-Free Turkey to Become Law Before Parliament's Summer Break

The Turkish Grand National Assembly is working with broad political participation to legally frame the process of terrorist groups surrendering their arms. Speaker Numan Kurtulmuş highlighted that the report prepared by the Milli Dayanışma Commission, launched on August 5, 2025, through 21 meetings and participation from hundreds of people, serves as a roadmap for future steps. The report, created through the alliance of political parties, emerged as a natural outcome after the terrorist group declared it had laid down its arms. Kurtulmuş emphasized that the process is carried by the Assembly, stating, 'the doors to a new era where terrorism is never spoken of, and a fully disarmed period begins, require a legal framework to be implemented.' The law will be temporary and independent, without a general amnesty, and will include mechanisms to verify the terrorist group's transformation into a legitimate entity. The goal is to have the framework in place before the Parliament's summer recess. Kurtulmuş noted that this process follows 'a significant democratic leap' and that negotiations continue among party leaders and deputies to finalize the details.
