Digital Euro Legislative Process and Transformation in European Payment Systems

The European Central Bank (ECB) views the European Parliament's approval of the digital euro project as a pivotal moment both politically and technically. This approval paves the way for a three-way negotiation process on the legal framework, with a target of finalizing the legislation by 2026 and launching the first issuance in 2029. The ECB emphasized that the digital euro application will be distributed through banks, allowing customers to integrate it into existing apps like Portugal's MB WAY.
Digital Euro's Role in European Payment Infrastructure
The digital euro aims to enhance payment system independence across Europe. In countries like Portugal, local systems (MB WAY) face limitations in cross-border access and high integration costs with international networks, highlighting the need for a scalable solution. The ECB highlighted that the 2027 pilot phase will test key features, particularly offline payments and the digital euro as a unified payment tool across the EU. Storage limits between €500 and €3,000 are designed to mitigate financial stability risks.
Strategic Autonomy and Low-Cost Payments
In the EU, two-thirds of card payments rely on non-European systems, posing risks during geopolitical tensions. The digital euro seeks to strengthen European payment infrastructure efficiency, reducing fees banks pay for international network transactions. Additionally, EU citizens will be able to make payments exceeding limits via bank account linkage.
Markets will closely monitor the digital euro project's legislative approval process, particularly for European payment systems and low-cost stablecoin alternatives. The ECB's emphasis on strategic autonomy suggests increased investments in EU payment independence. However, the coexistence of stablecoins (e.g., euro stablecoins developed by European banks) with the digital euro may complicate competitive dynamics.
