EU Visa Liberalization: Turkey Tackles GDPR Alignment to Unlock Cross-Border Fintech and Trade
Türkiye, Avrupa Birliği (**AB**) ile vize serbestisi sürecini tıkayan en kritik engellerden biri olan Kişisel Verilerin Korunması Kanunu'nu (**KVKK**)

Turkey is accelerating its regulatory reform agenda to secure visa-free travel to the European Union, focusing heavily on aligning its Personal Data Protection Law (KVKK) with European standards (GDPR). Coordinated by Vice President Cevdet Yılmaz, this strategic push is not merely a diplomatic milestone but a critical step toward integrating Turkey's financial technology and banking sectors with the global data ecosystem.
Unlocking Cross-Border Data Flows for Digital Finance
At the heart of the 6 remaining criteria for EU visa liberalization lies the harmonization of personal data protection laws. Current KVKK restrictions pose significant hurdles for multinational banking and fintech firms, particularly regarding cloud computing infrastructures and cross-border data transfers. The newly developed legal approach aims to dismantle these barriers.
The key reform areas under active evaluation include:
Global Integration and Cost Efficiency in Banking
Despite robust Capital Adequacy Ratios (CAR) and advanced digital banking infrastructures, Turkish financial institutions face high compliance costs due to strict data localization mandates. Aligning with EU data standards will streamline international syndicate loan acquisitions, cross-border payments, and correspondent banking relationships.
The harmonization of KVKK with GDPR standards is the most critical catalyst for the global competitiveness of Turkey’s banking and fintech sectors. Facilitating seamless cross-border data flows will reduce operational costs for banks while driving direct technology and capital transfers from the EU in open banking and digital payment systems. This reform will not only ease the operational cost pressure on banks' Net Interest Margins (NIM) but will also permanently lower the country's risk premium (CDS), fostering a highly favorable environment for foreign direct investment (FDI).
