The Ministry of Trade is implementing a new appointment system to modernize the import processes of specially equipped vehicles under customs tax exemptions, aiming to eliminate bureaucratic bottlenecks. This move, centering on the digitalization of public services, is designed to minimize waiting periods for citizens with orthopedic disabilities during the import procedure.
Operational Efficiency: EAİS and Time Management
To ensure a more transparent and planned workflow, the new system will be managed via the EAİS (Disabled Vehicle Import System) integration operating through the existing e-Government infrastructure. The new workflow outlined by the Ministry includes the following details:
Balancing Tax Exemptions and Accessibility
While the customs tax exemption granted to citizens with orthopedic disabilities is a requirement of the social state principle in public finance, congestion during the implementation phase has historically reduced system effectiveness. Through this digital transition, the Ministry aims not only to increase citizen satisfaction but also to optimize the productivity of public personnel.
From a public finance perspective, such digital optimizations in customs are not merely "conveniences" but represent a reduction in administrative costs. Increasing transparency and speed in the processes where tax exemptions are managed enhances the system's resilience against abuse and ensures more efficient use of public resources. Ankara's reflex to digitalize bureaucratic processes is a structural improvement aligned with general public financial management.
