The report explicitly highlights that the third-country routes China uses to sustain access to the US market are creating a significant fiscal leakage for Washington. Analysis by AI supply chain firm Exiger summarizes the magnitude of this smuggling network with alarming figures:

Acknowledging that “tariff differentials” incentivize illegal transshipment, the White House is developing a technological shield to deter it. Dubbed the “Detective Border,” this system moves beyond traditional audits by combining data mining and image processing technologies for a multi-dimensional scan. These next-gen enforcement tools are equipped with the following capabilities:

The trend is not entirely novel. High tariffs on China during Trump’s first term forced companies to adopt a “China +1” strategy, moving production outside China. However, the report argues this strategy was largely manipulated by Chinese-owned factories shifting operations to countries like Vietnam and Cambodia. Upon returning to office, Trump unleashed record tariffs, including on allies, squeezing compliant importers and boosting incentives for evasion. While admitting the complexity of distinguishing legitimate production from “pass-through trade,” the report promises that AI-enhanced audits will effectively separate substantial transformation from illicit origin shifting.
This maneuver is poised to rewrite transatlantic trade dynamics. The explicit listing of the European Union as an “enabler” opens a fresh portal of diplomatic and commercial tension with Washington for Brussels. If the U.S. tightens inspections on EU-origin goods, the cost structure of European industry—and consequently the sensitivity of inflationary pressures—could see a marked increase.
