Halkbank Breaks US Legal Shackles: Strategic Return to Global Liquidity

Halkbank has secured an additional $1.1 billion in international funding following the favorable conclusion of its criminal case in the US. The removal of legal uncertainty has accelerated the bank's strategy to optimize global funding costs and re-expand its correspondent banking network.
Dismantling Legal Barriers and Liquidity Inflow
Even during the litigation process, the bank maintained a proactive risk management stance, securing $3.9 billion through Additional Tier 1 (AT1) bonds and Bilateral Loan Agreements. The recent $1.1 billion injection serves as a concrete indicator of the resurgence of the bank's appetite for foreign borrowing.
Institutional Investor Appetite and Eurobond Projections
The recent Non-Deal Road Show (NDRS) revealed a renewed confidence among fixed-income investors in Halkbank. The bank is not merely covering current liquidity needs but aims for a sustainable borrowing structure by diversifying alternative funding channels.
The elimination of legal risks carries the potential to lower the bank's Credit Default Swap (CDS) premiums, while the recovery of the correspondent banking network will reduce operational costs. However, in a global tightening environment, the extent and cost at which the $5 billion GMTN program is realized will be the key determinant for the coming quarters. While access to liquidity has improved, cost management remains the primary agenda item.
