CBRT's Weekly Repo Relaunch Paves the Way for Lower Commercial Loan Rates

The Central Bank of the Republic of Turkey (CBRT) has signaled a tangible easing in commercial loan costs by reinstating its weekly repo auction.

Strategic Pullback of Repo Operations

After a prolonged liquidity pause, the CBRT reopened weekly repo auctions with a TL 1 billion allocation. This move creates an implicit 3‑point discount in the market while keeping the policy rate unchanged, reducing funding costs from a nightly %40 to a weekly %37.

Anticipated Decline in Commercial Loan Rates

  • SME and commercial loan rates: Currently trapped in the %45‑%55 band, expected to fall by 2‑4 percentage points following the new repo levels.
  • TLREF: The overnight reference rate, which hovered at %40 since February, slipped to %36.94.
  • Compound rate: Recorded at %44.58 in the auction, indicating eased liquidity pressures.
  • Bank funding costs: The lower weekly repo rate directly trims banks' cost of funds, boosting their lending capacity.
  • Ripple Effects on SME Financing & Support Schemes

BTSO Chairman Ibrahim Burkay emphasized that the new liquidity step must translate into faster financing for SMEs. He also highlighted the 2026‑Q3 Capacity Development Support Programme run by KOSGEB, offering up to TL 30 million loans over 36 months, a 20% financing grant, and guarantee facilities.
  • Last year, roughly 4,000 SMEs accessed TL 64 billion in financing.
  • Defense, space and aviation projects can receive up to TL 30 million, while tech‑entrepreneur firms are eligible for TL 20 million.
  • Market Reaction & New TLREF Level

Following the repo auctions, TLREF settled at %36.94, marking the first short‑term borrowing cost relief. Market participants anticipate that this development will swiftly filter through credit channels, bolstering production and employment dynamics.
The CBRT’s weekly repo maneuver is a pivotal step to alleviate high‑interest pressures on SMEs and revive commercial credit flow. However, lasting impact hinges on banks fully passing funding cost reductions to loan pricing and on concrete BDDK measures to enhance SME credit flexibility. Without these, the liquidity boost may remain a short‑lived breather, falling short of sustaining real‑sector growth expectations.
