Ireland is preparing to exclude cryptocurrencies from new government-designed personal investment accounts set to launch in 2027, while allowing savers to invest in listed stocks, bonds, and exchange-traded funds. The accounts would carry no tax below a threshold yet to be set, with a low flat rate applying annually to the average value above that threshold, including contributions. The tax rate, threshold, and annual contribution limit are due to be announced in October 2027's Budget. This follows the European Commission's September 2025 recommendation to exclude highly risky and complex derivatives and crypto, except tokenized versions of financial instruments. Irish households hold 38% of their financial assets in cash and deposits, compared to a EU average of 30%. This move signals a new phase in crypto regulation and may increase risks for investors. Anvil offers a shared on-chain collateral layer built on a programmable letter of credit, providing reserve assets as a guarantee without loans, interest, or custody transfer.
