Digital Overhaul in Tax Audits: Turkey Introduces Pre-Inspection Correction Mechanism

The Ministry of Treasury and Finance is initiating a new era in tax audits with the "Preparation File for Inspection" (VDK-İHD) application, launching an OECD-compliant digital transformation within the Tax Audit Board (VDK) and granting taxpayers the opportunity to rectify errors before inspections commence.

OECD-Compliant Digital Transformation

Developed based on the methodology of the Organisation for Economic Co-operation and Development (OECD), the system aims to strengthen Turkey's audit infrastructure and standardize processes. With this application;
  • Information and documents requested in tax audits will be unified under a single standard.
  • Taxpayers will be able to view electronically which data is expected from them before the inspection begins.
  • Audit durations will shorten by contributing to computer-aided analysis and automation processes.
  • Acceleration in VAT Refunds and Corporate Liquidity

    Aiming to overcome bureaucratic bottlenecks, particularly in VAT refund inspections, the new system will directly impact companies' cash flow management. By minimizing correspondence and repeated information requests due to missing documents, refund processes are expected to conclude more swiftly. This condition may alleviate cash flow pressure on businesses, thereby increasing operational efficiency.

    New Guide for Inspectors and Taxpayers

    VDK-İHD, designed not merely as an audit tool but as a comprehensive guidance platform, will be accessible via the "Petition and Information Submission System". The application will feature;
  • User-friendly screens and step-by-step wizards.
  • Application guides and training videos to enable taxpayers to complete processes without external assistance.
  • Inspectors will be enabled to allow taxpayers to submit corrections before commencing the inspection process.
  • Minister of Treasury and Finance Mehmet Şimşek, commenting on the matter, stated, "With this application, we are taking a revolutionary step in tax audit processes while rapidly implementing OECD audit standards. Our goal is to increase voluntary compliance of our taxpayers before imposing penalties," summarizing the core philosophy of the regulation.

    Markets are expected to view this step positively as the digitization of fiscal discipline and increased predictability. In particular, the acceleration of VAT refund processes will directly reflect on companies' working capital management, providing a positive contribution to balance sheet performance. However, a more transparent audit mechanism could lead to an increase in requests for corrections regarding past period declarations; this could trigger unexpected cash outflows for some companies in the short term.
