Mersin's Strategic Pivot to Defense Industry: Regional Clustering and Logistics Vision

Mersin, positioned as Turkey's most critical logistics hub, is signaling an ambitious transformation to climb up the economic value chain by targeting the defense industry. In a consultation meeting bringing together business world representatives and political will, the roadmap for the city to evolve from a mere transit point into a high-value production center has been clarified. Under the leadership of Mersin Economy Platform Chairman Hakan Kayacı and AK Party Mersin Deputy Nurettin Nebati, the discussions focused on the city gaining special status and being strengthened through strategic investments.

Establishing a Regional Powerhouse in Defense

The Mersin business community has decided to prioritize the defense industry to transform the city's industrial structure and contribute positively to the current account deficit. In this context, it is planned that the city will operate not alone but as part of a regional ecosystem.
  • Hakan Kayacı announced the creation of a comprehensive defense industry cluster covering Mersin, Adana, Hatay, Iskenderun, and Kahramanmaras.
  • Official initiatives are ongoing to grant the region a special status before the Presidency of Defense Industries and the Ministry of Industry and Technology.
  • Investments that will pave the way for high value-added production are expected to strengthen Mersin's industrial infrastructure, directly boosting employment and export figures.
  • ROI Speed and Infrastructure Revision

The meeting also addressed Mersin's position within the Turkish economy and the speed of investment returns. Deputy Nurettin Nebati emphasized that with its production power, agricultural potential, and port infrastructure, Mersin is one of the cities that yields returns on investment the fastest. Following the completion of the Çukurova International Airport, the focus is shifting to massive projects that will increase logistics capacity.
  • The Taşucu Highway project is expected to strengthen the region's connectivity.
  • Improvements on the D-400 Highway and the integration of a high-speed train line are envisaged to lower logistics costs.
  • The expansion of the port and new shipyard projects will increase the share in maritime transport, making Mersin a hub across the Mediterranean.
  • Mersin's strategic pivot towards the defense industry is not merely a regional development move but a structural reform step that reduces Turkey's dependence on imported intermediate goods in its production structure. Defense industry clusters are proven models where the burden they place on public finances, due to their high technology and R&D intensity, is compensated in the long term through high-value-added exports and employment. However, it is of critical importance for the sustainability of the Medium-Term Fiscal Program that the proposed highway, high-speed train, and port investments are financed within budget discipline, through public-private partnership models, and that cost-benefit analyses are conducted meticulously.
