Russia’s Crypto Pivot: Central Bank Greenlights Bitcoin and USDT Trading

In a decisive move to integrate digital finance into its regulated markets, Russia's central bank has proposed permitting the trading of Bitcoin, Ether, and Tether's USDT on authorized exchanges, marking a pivotal shift following the legislation signed by President Vladimir Putin last week.

Moscow's Calculated Pivot

The Bank of Russia has curated a specific list of crypto assets eligible for public trading, establishing a clear regulatory framework under the new laws approved recently. This initiative underscores a strategic transition from prohibition to controlled integration.

■The selected assets, including Bitcoin and Ether, met rigorous criteria such as market capitalization, average daily trading volume, and a minimum of five years of price history on overseas markets.

■The proposal grants the central bank the authority to dictate the rules for organized trading, effective immediately following the presidential decree on Aug. 4.

■The regulator is currently accepting comments on the proposal until Aug. 24, signaling a fast-tracked implementation process.

Gatekeeping Volatility

To shield retail participants from the inherent risks of the crypto market, the regulator has implemented a tiered investment structure with strict compliance requirements.

■Non-qualified investors are capped at purchasing 300,000 Russian rubles ($3,650) worth of cryptocurrency per year through each intermediary, such as a broker or exchange.

■Qualified investors face no purchase limits, allowing for unrestricted activity across exchange and over-the-counter markets.

■Mandatory risk testing is required for all investors before executing any transactions, ensuring a baseline of financial literacy regarding asset volatility.

From a strategic standpoint, Russia's formal entry into regulated crypto trading is a structural game-changer. By legitimizing BTC and ETH within its borders, Russia is effectively creating a sanctioned on-ramp for capital. While the caps on retail investors are restrictive, the open door for qualified players suggests a preparation for significant institutional volume, potentially influencing global liquidity flows in the coming quarters.
