The Central Bank of the Republic of Türkiye (CBRT) has announced the completion of the participation evaluation process for the Digital Turkish Lira Project, marking a pivotal shift toward a programmable financial architecture. The initiative integrates banks, payment institutions, and FinTech firms to redefine the national monetary infrastructure.

Rigorous Selection: 23 Finalists from 85 Applications

The three-stage evaluation process conducted by the CBRT served as a high-barrier filter for digital competencies in the sector:

  • A total of 85 project applications were received during the first phase.
  • Participants included 16 banks and 25 payment and electronic money institutions.
  • 51 projects advanced to the second stage based on initial criteria.
  • Only 23 projects were selected for the final stage of development and testing.
  • An additional 6 projects were placed on a waiting list for potential future integration.

    The final 23 projects are distributed across five strategic categories, highlighting the shift toward automated and tokenized assets:

  • 17 projects: Programmable Payments
  • 15 projects: Tokenization
  • 15 projects: Interoperability with Existing Systems
  • 7 projects: User-Sovereign Identity
  • 1 project: Machine-to-Machine Payments
  • Public-Private Synergy in CBDC Strategy

    By initiating development activities and sandbox testing, the CBRT aims to deepen the collaboration between the public and private sectors. The heavy emphasis on programmable payments and tokenization suggests that Turkey's CBDC strategy is centered on operational efficiency and the automation of financial flows.

    The concentration of the Digital TL project on 'Programmable Payments' and 'Tokenization' indicates that smart money is pivoting toward conditional automated transactions rather than simple transfers. In the medium term, this will radically reduce banking operational costs and render settlement times instantaneous. The consolidation within the FinTech ecosystem suggests a push for agility; the market should closely monitor how these 23 projects optimize liquidity flows and systemic interoperability.
