Turkey's Gold Quota: The 'Ghost Town' Era in the Jewelry Sector

The gold import quota introduced by Turkey in August 2023 to curb the current account deficit has triggered a structural collapse in the industry. Three years of restrictions have not only slashed import figures but have also dealt a severe blow to production capacity, employment, and Turkey's competitive standing in global jewelry exports.

The Break in the Import Chain and Tonnage Losses

Quotas on unprocessed gold imports and restrictions on the outward processing regime have pushed the market into a deep contraction. The data clearly illustrates the scale of the supply shock:

  • July imports plummeted by 37.7% month-on-month to 4 tons 455 kilograms.
  • Total imports for the first 7 months of the year fell by 33.2% year-on-year to 48 tons 137 kilograms.

    Certain spikes in export figures on paper mask the true state of the sector. Mustafa Özcan, President of the Jewelry Exporters' Association, emphasizes that the recent increase is a result of price arbitrage rather than a recovery:

  • Exports for the first 7 months dropped by 27%, falling from last year's $5.07 billion to $3.70 billion.
  • Export volume saw a dramatic decline, falling from 181.3 tons in 2021 to 125 tons this year.
  • The primary driver of the recent surge is that gold in the domestic market is $1,000-1,500 cheaper than international prices due to weak local demand, making bullion exports attractive.
  • Silence at the Benches and the Employment Crisis

    Operational activities in the heart of the sector, specifically in Kuyumcukent and the Yenibosna regions, have nearly ground to a halt. Industry representatives now describe the area as a "ghost town":

  • Large-scale firms have reduced their staff by 40-50%.
  • Even where employees remain, a vast majority are kept idle due to the collapse in order volumes.
  • To avoid losing skilled labor, the sector has shifted to a low-capacity operation model rather than implementing mass layoffs.
  • The Rise of Smuggling and Customs Operations

    The narrowing of official channels has increased illicit activity. Ministry of Trade data shows a significant rise in seizures of precious metals:

  • A total of 11.166 billion TL worth of precious metals were seized in the first 7 months.
  • The bulk of this amount was recovered through operations specifically in April and July.
  • The current state of Turkey's gold market is a textbook example of how efforts to stabilize macroeconomic balances can paralyze a micro-scale production ecosystem. While the import quota may improve the current account deficit on paper, the collapse of value-added jewelry exports in terms of tonnage signifies a loss of long-term competitive edge. The momentary surge in bullion exports is not a sectoral recovery, but merely a temporary arbitrage opportunity created by local price pressure. In an environment where production capacity has eroded to this extent, simply lifting the quotas may not be enough; recovering lost skilled labor and reopened workshops will be a much more painful process.
